If you are applying for a Land Disturbance Permit from the City of Portland and the entrance to the property is on state highway right-of-way, you must provide a copy of an entrance permit from TDOT. A copy of the TDOT permit must be uploaded to the IDT portal. City land disturbance and building permits WILL NOT be issued until TDOT has approved the entrance and a copy has been provided.
