Department Overview
The Building Codes Department issues many types of permits within the city limits of Portland. These permits include but are not limited to:
- New construction
- Remodels
- Demolition
- Swimming pools
- Plumbing
- Mechanical
- Fire protection
- Moving
- Firework stands
- Use and occupancy permits
This process typically includes plan review, permit issuance, and inspections of these projects. The department is also responsible for the adoption and enforcement of codes relating to plumbing, mechanical and structural for both new and existing construction.

All inspections must be scheduled before 4 pm the day before requesting the inspection. All inspections called in after 4 pm will be placed on the 2nd business day. All inspections are to be ready at time of inspection request - no exceptions.

Attention- All Contractors and Homeowners
Beginning October 1, 2023, the City of Portland will no longer collect the Sumner County Adequate Facilities Tax. To obtain a Building Permit from the City of Portland, you will have to present a receipt from Sumner County showing that all Adequate Facilities Tax has been paid in full or is not required to be paid.
