New Codes Department Online Permit Application Portal goes live January 26, 2026

The City of Portland codes department is shifting the permitting process to an online platform called GovWell, a modern system designed to simplify online building code applications, improve transparency, and provide applicants with a clearer, more user‑friendly experience. While this transition aims to provide customers and contractors with a way to file for permits electronically, it will not replace in-person or paper copies for customers who may need assistance using the portal. City staff are always willing to assist when needed. The primary purpose of the online portal is to centralize tasks such as submitting applications 24/7, tracking progress, and managing issued permits.

Inspection Hotline Update

Beginning January 1, 2026 all inspections must be called in before 3:00 p.m. to be on the inspection schedule for the next day. If the call is after 3:00 p.m. the inspection will be two (2) business days out. Inspection Hotline 615-805-3080.

Department Overview

The Building Codes Department issues many types of permits within the city limits of Portland. These permits include but are not limited to:

  • Fire protection
  • Moving
  • Firework stands
  • Use and occupancy permits

This process typically includes plan review, permit issuance, and inspections of these projects. The department is also responsible for the adoption and enforcement of codes relating to plumbing, mechanical and structural for both new and existing construction.
