PILOT Program Overview -  City Of Portland


The City of Portland offers a Payment-in-Lieu-of-Tax (PILOT) program that can significantly reduce real and personal property taxes in a company's early years. Abatements are negotiated based on job creation, capital investment, wage levels, and alignment with the community’s goals.


PILOT benefits apply to both real and personal property—normally assessed at 40% and 30% of value, respectively—and extend to both city and county taxes. Abatements take effect upon the execution of an agreement with the Portland Industrial Development Board (IDB), which involves transferring and leasing back the property.


Applicants are required to retain qualified legal counsel and are responsible for covering all legal fees, including those incurred by the Industrial Development Board.


The PILOT program follows a tiered, performance-based structure reviewed annually by the IDB. Incentives are adjusted based on job creation, wages, and capital investment to ensure alignment with agreed benchmarks.
