How to Use the NextRequest Open Records Portal
1. Access the Portal
Visit the City of Portland’s official website.
Navigate to the HOW DO I? section
Under SUBMIT, select OPEN RECORDS REQUEST.
On the right side of the page click on red button ACCESS PORTAL OPEN RECORDS REQUEST .
2. Create Your Account
Click Sign Up in the top‑right corner of the portal homepage.
Enter your name, email address, and create a password.
Verify your email.
3. Submit a Request
Select New Request or Make Request.
Provide a clear description of the record you are seeking.
Include helpful details such as dates, departments, or topics.
Submit the form and the required photo proof of Tennessee residency once complete.
4. Track Your Request
Log in any time to access your Dashboard.
View request status updates and estimated timelines.
5. Receive Your Records
You will receive an email notification when your request is ready.
Log in to the portal to download your documents.
Alternative Submission Option
Tennessee state law also allows residents to request open records using the following methods:
By Mail
Fill out the Open Records Request Form (PDF), mail the form and photo proof of Tennessee residency to:
